[최재동의 부동산 칼럼] 우리동네 개발계획(5) – 버퀴틀람 & 로히드


버퀴틀람-로히드 커뮤니티 개발은 이 지역의 메인로드(key road)인 클락과 노스로드를 따라서 향후 20-25년간 업그레이드하는 코퀴틀람시 도시계획중 하나이다. 버퀴틀람-로히드 지역의 면적은 1,400 에이커 정도로 현재인구는 20,000 명이 살고 있으며 비즈니스는 약 370 개 정도가 있다. 

 

 

앞으로 개발기간동안에 약 10,000개의 새로운 아파트나 타운하우스가 올라가고 15,000 명의 새로운 인구유입이 예상된다. 다른 타운센터의 개발 특징들과 유사하게 이지역도 버큐틀람 전철역, 노스로드와 어스틴애비뉴 로히드가 만나는 교차로를 중심으로 보행자와 교통수단의 원활한 흐름을 우선으로 하는 역세권 개발에 중점을 두는 컨셉이다. 주변지역과 개발 연관성이 있어 영향을 주거나 받는 개발계획에는 기본적으로 Citywide Official Community Plan (CWOCP) 과 로히드 남쪽의 Southwest Coquitlam Area Plan (SWCAP)을 들수 있다.

위의 그림은 클락과 노스로드를 따라 동쪽으로 향후 어떤 모습의 건물이 들어설지 보여주는 지도 Land Use Designations 이다. 기본개념은 전철역이나 큰도로가 교차하는 지역에는 고밀집의 고층아파트가 올라가고 이것에서 멀어질수록 저밀도의 주거용부동산들이 들어선다.   

예를들어 지도내 붉은색의 사선으로 표시된 구역은 대중교통에 아주 가까운 곳으로 Transit-Village Commercial 라고 하며, 고층의 주상복합빌딩이 들어선다. 아래의 표에서는 각각의 구역에서 가능한 죠닝을 보여준다. 죠닝에 대한 설명은 2018.3.9일자 칼럼을 참고하면 된다.

아래의 도표는 각각의 죠닝에서 주어진 땅위에 얼마나 큰 면적의 건물을, 얼마의 높이로 올릴수 있나 보여주는 표이다.  여기에는 FAR, Floor Area Ratio, 라는 개념이 사용되는데 이는 주어진 땅에 얼마의 면적으로 건축할 수 있는지 보여주는 비율이다. 예를들어 내가 가지고 있는 땅이 10,000 sq.ft. 이고 FAR=2.0 라고 하면 이 땅위에 지을수 있는 건물면적은 20,000 sq.ft. 까지이다. 만일 땅 10,000 sq.ft. 를 모두 이용해 건물을 올린다면 100% lot coverage 로 2층건물을 올릴수 있다. 만일 Lot coverage 가 50% 이라면 한층에 5,000 sq.ft. 씩 4층 건물을 지어 20,000 sq.ft. 까지 만들수 있다.
