외국인 취득세 15% 일부 면제 예정

주정부는 2016년 8월 2월부터 시행해 오던 외국인에 대한 주거용부동산 취득세 추가부담분 15%를 일부 수정할 예정이다. 변경될 내용은 외국인 중에서 워크퍼밋(Canadian work permits)을 가진 바이어들에 대해서는 가중 취득세를 면제할 방침이다. 
 
변경되는 관련법규는 주정부에서 현재 마련중이다. 지난 6개월간 추가 취득세 15%를 이미 지불한 워크퍼밋 외국인들에 대해서는 지불된 취득세를 전액 환불하는 방안도 검토중이다. 새 법령이 현재 적용되고 있지는 않다. 다만 주정부 예산이 발표되는 오는 2월 21일 정도에 구체화 될 것으로 전망된다. 
 
거슬러 올라가 지난 8월 새로운 외국인 취득세가 시행될 때 신민당 NDP 에서는 '워크퍼밋을 가진 외국인 취득세 면제에 대한 수정 의견'이 사실상 제시되었었는데 투표에서 무산되었다.  그동안 외국인들은 집을 장만하는데 15%의 취득세를 추가로 마련하기 위해 금전적 부담감을 가져왔었다. 이러한 부담은 거래를 성사시키기 보다는 거래 자체를 포기하는 건수가 적지 않았다.         
2월들어 부동산 시장은 겨울을 지나 머리를 들기 시작하였다. 가격은 제법 견고하고 거래량은 점차 증가하는 분위기이다. 지난 음력설에 맞추어 발표한 정부의 이러한 취득세 면제조치는 그동안 냉랭하던 부동산 경기에 훈훈한 입김을 불어 넣을것으로 기대해 본다. 2017년 2월 11일.
