내년부터 50만달러 초과 주택, 다운페이먼트 금액 증가

정부는 내년 2월15일부터 50만 달러가 초과하는 주택에 대해서 다운페이먼트 금액을 상향 조정하기로 했다. 그러나 50만 달러가 넘지않는 가격 범위내에서는 기존의 최소 다운페이먼트 금액 5%를 그대로 유지하기로 했다. 50만 ~100만 달러 사이의 금액은 10% 다운페이먼트가 요구되며 100만 달러가 넘는 주택에 대해서는 최저 20%의 다운페이먼트를 적용하기로 했다. 100만 달러가 넘는 주택에 대해서는 물론 현행대로 모기지 보험이 적용되지 않는다.

예를 들어 $700,000 주택을 구입하는 바이어는 최소한 $45,000의 다운페이먼트 금액이 필요하다.

5% x $500,000 = $25,000
10% x $20,000 = $20,000
Total:                   $45,000

 

새로 변경되는 기준은 앞으로 발행되는 신규 모기지 대출건에만 적용되고 기존의 대출건과 갱신건에 대해서는 적용되지 않는다. 다운페이먼트 금액이 20% 미만일 경우에는 현행대로 모기지 보험을 반드시 구입해야 한다.  

새로운 규정은 내년 2월 15일 이후부터 신청 발행된 신규 모기지 대출부터 적용된다. 올해 12월 11일부터 내년 2월 15일 사이에 접수된 모기지 신청건에 대해서는 내년 7월 1일까지 대출을 받아야 새로운 기준에 적용받지 않는다. 이러한 기준을 마련한 정부의 목적은 '주택시장의 잠재적 리스크를 잡아두려는 의지'에 있다고 본다. 

메트로 밴쿠버에서 50-100만 달러 사이에 거래되는 주택의 비중은 전체 거래량의 35% 정도이다. 50만달러 이하에서 낮은 다운페이먼트의 금액으로 주택을 매입하려는 바이어들에게는 새로운 기준에 영향을 받지 않는다. 특히 매입시 취득세 면제를 받기 위해 50만 달러 이하의 주택을 구입하려는 생애 최초 주택매입자들은 종전과 크게 다를 것이 없다.

위의 그래프는  최근 5년간 코퀴틀람, 포트무디, 버나비, 밴쿠버웨스트 지역의 아파트 가격 변동을 보여주는 그래프이다. 전반적으로 2013까지 미미한 상승을 보이다가 2014년에 들어서며 2015년까지 가파른 상승을 보인다. 가격상승이 빨라지면서 다운타운과 이외지역의 가격이 더 벌어지는 현상도 나타나는 조짐이 보인다.
